Conference Procedure Steps

Step 1: Opening Speeches

Each delegate should make an opening speech.

In the opening speech, the delegate can mention:

  • What they hope to accomplish today.
  • Well-wishes for fellow delegates.
  • Their position on the topics.

Delegates have 5 minutes to prepare their opening speeches. Speeches shall be minimum 30 seconds long.

Step 2: Lobbying

Some conferences call this an unmoderated caucus.

Lobbying session is the time given for delegates to make their resolutions or join a resolution to debate on.

  • Both topics for committees will be debated on, on conference day.
  • The resolution template is on the MANORMUN website.
  • The resolution tutorial is also on the MANORMUN website.

Step 3: Debate

Debate session is the time where resolution papers about the topic are debated.

  • The main submitter shall read the operative clauses of the resolution paper.
  • Delegates can ask POIs or make an against or for speech for the resolutions.
  • Delegates can make amendments, which are requests for change, deletion of a clause, or insertion of a clause.

Step 4: Voting

When debate time elapses, the chair starts the voting procedures for or against the resolution paper being debated.

  • Delegates wishing for the paper will be asked to raise their placards.
  • Delegates wishing against will later be asked to raise their placards.
  • The Chair will call out if the resolution paper passes or fails.
General Rules for Delegates
  • Avoid personal pronouns. Instead, you can say "this delegate" to talk about yourself, "that delegate" to talk about someone else, or "the delegate of (country)" to talk about yourself or another delegate.
  • Only one delegate can speak or be at the front of the room at a time, exceptions can be made for any motions to challenge or open debates.
Motions and Points

Motions and points which delegates can say at any time will be briefly explained on conference day:

  • Motion to Move to the Previous Question - a request to the chair to move on to the next part of the procedure.
  • Point of Personal Privilege to the Chair - a request to the chair about a question unrelated to the content of the debate, such as asking for the AC to be turned on or asking the delegate to talk louder.
  • Point of Parliamentary Procedure to the Chair - delegates can use this point to ask a question about the procedures, such as whether they are required to vote. In MANORMUN, that answer will always be yes.
  • Point of Information - a question for the speaker about their speech.
